The first direct evidence of Global Positioning System (GPS) jammers in use in the UK has been presented at NPL during 'GNSS Vulnerability 2012: Present Danger, future threats', an event organised by the ICT Knowledge Transfer Network. This event brought together the world's experts on location and timing systems to understand their susceptibility to attack.
?
GPS technology has become an integral part of modern life. It is commonly found in smartphones or on car dashboards to provide location data and help users with directions, but many more complex navigation systems, including those of ships and planes, also rely on the technology. Any disruption to the GPS signal could therefore have devastating consequences.
?
The evidence of illegal GPS jamming in the UK comes from roadside monitoring carried out by the SENTINEL project which looks at whether satellite navigation systems, including GPS, can be trusted by their users. NPL is one of seven partners in this project, which is led by Chronos Technology and funded by the Technology Strategy Board and the Engineering and Physical Sciences Research Council (EPSRC).

During the SENTINEL project, jamming monitors were placed at around 20 locations in the UK. At one particular location, which has been monitored continuously for the past six months, over 60 individual jamming incidents were recorded, and the results at another have already led to the recovery of a jamming device. The next step is to update the monitoring equipment so that it can differentiate between different jammers, giving researchers a better idea of how many individuals at a particular location are jamming GPS signals.

The results from SENTINEL will be accompanied by a presentation from the General Lighthouse Authorities highlighting how overly reliant ships are on GPS. In 2010, researchers produced low level jamming and reviewed its effects on the onboard systems in ships on the English Channel. The results ranged from ships veering off course to the failure of vital communications systems.

Speakers at the event will also be looking at 'spoofing', which is the generation of false GPS signals in order to alter users' perceptions of time and location and could be the next major threat to navigation systems. Although GPS is most commonly associated with navigation, another sector potentially at risk is high-frequency financial trading. Criminals could throw off the GPS timing systems that time-stamp financial trades, a process known as 'time sabotage'. Even a few milliseconds discrepancy could create confusion and enable unscrupulous traders to leverage their knowledge of the timing discrepancy for financial gain.

Bob Cockshott, Director of Position, Navigation and Timing at the ICT Knowledge Transfer Network, and organiser of the conference, said:

"Today's evidence from roadside monitoring shows that we have moved on from a potentially threatening situation to a real danger that we must address now. With the reliance on GPS systems in the maritime environment, highlighted by the General Lighthouse Authority, our vulnerability on land and at sea should not be underestimated. As well as immediate concerns, this conference has laid out the next generation of threats, in the form of spoofing and time sabotage ? deliberately misleading users for criminal purposes rather than simply denying service. We must ensure that alongside dealing with the threat posed by jamming, we also stay ahead of advances in the criminal world."

These have included temporarily shutting down the CIA?s public web site,?penetrating a transatlantic FBI conference call with Scotland Yard?about ongoing? investigations into hackers, taking down? the Federal Trade Commission?s website and penetrating the computers of a Washingto area law firm and dumping thousands of its private emails ? including some with members of Congress onto the Internet.
In a statement last week, hackers calling themselves AntiSec ? an Anonymous affiliate ? vowed to? keep up the strikes. ?Yes, each and every Friday, we will be launching attacks ... with the specific purpose of wiping as many corrupt corporate and government systems off our Internet,? the group stated.
The Wall Street Journal reported this week that Gen. Keith Alexander, the director of the National Security Agency, recently privately warned White House officials that?Anonymous hackers could have the ability to cause a limited power outage within the two years?through a cyber attack on the U.S. electrical grid. Nowadays, the pathological diagnosis of biopsy samples is the ?Golden Standard? of the diagnosis of PCa,but establishing the diagnosis of PCa has become a greater challenge in recent times because of the limited amount of cancer or atypical glands in needle biopsy samples. A positive marker for PCa would therefore be of great value in establishing a definitive malignant diagnosis.Recent years, some investigators found that P504s was selectively overexpressed in PCa and showed minimal or undetectable expression in benign prostate tissue. P504s encodes a protein? a -Methylacyl-CoA-Racemase(AMACR) which plays a key role in the ? -oxidation of branched chain fatty acids and the bile acid intermediates. In our study, we observed the expression of AMACR in PCa and the mimics of PCa; and compared the basal cell-specific markers, p63 and 34 0 E12;and evaluated the value of AMACR/p63 immunostains in diagnosis of small prostate cancer foci on needle biopsy; and discussed the role of AMACR in prostate carcinogenesis.In the current study, we collected 35 cases of PCa, 23 cases of high-grade prostatic intraepithelial neoplasia(HGPIN), 7 cases of atypical adenomatous hyperplasia(AAH), 9 cases of basal cell hyperplasia and 30 cases of benign prostatic hyperplasia(BPH). ONEIDA ? Brandon Lovett is resigning from his post as the city?s Parks and Recreation director to take a position with the City of Rome?s administration.
Beginning March 5, Lovett will serves as the director of administrative services in his hometown under newly-elected Mayor Joe Fusco. In the appointed position, Lovett, 33, will be responsible for all human resource-related issues dealing with the city?s workforce. He?ll also be responsible for working on policies, procedures and projects initiated by the mayor.
The position will give him an opportunity to diversify his background and allow him to ?continue to grow as a professional,? he said. While it?s a far jump from recreation services, the new job will take Lovett in the direction he hopes to continue: city administration and public service.
It will also groom him for a potential advancement in politics. He said he would be interested in seeking a position as an elected official in some capacity, but said it would be ?far down the road, when I?m older and wiser,? he laughed.
This won?t be the first job Lovett will hold as a city employee in Rome. Under former mayor Joe Griffo?s administration in 2001, he worked as a recreation specialist. In 2004 he was promoted to deputy director of parks and recreation under mayor Jim Brown and then community and economic development coordinator in 2006.
In 2007 he took the position of Recreation Director in the City of Oneida and, as he says, was asked to do one thing: ?restore order and confidence to a department in disarray.?
?I feel that not only have we succeeded, but we excelled along the way,? Lovett said.
Since then, he has reduced the department?s annual operating budget by nearly $100,000 while reducing the Rec Center?s energy costs by nearly $10,000 and increased its annual revenue by $20,000.
He was pivotal in securing $45,000 in funding for the Allen Park playground project. He?s also planted more than 100 trees and added and improved flowers, signs, benches and street planters. Upgrades have also been made under his leadership to the city?s parks, sporting fields and Rec Center, along with the recreation of community events like the Halloween party, Christmas tree lighting and Winter Carnival. He also played a crucial role in repairing and strengthening the city?s relationships with Oneida Little League Baseball, Oneida Pop Warner Football and the Oneida?s Men?s Softball Association.

?I enjoy what I do; I love what I do,? he said. ?The time has come to move on. I?m fortunate that Mayor Fusco saw something in me and he was interested in bringing me on board to join his team.?
While that position, appointed by the mayor, is contingent upon who the next mayor decides to hire, Lovett was confident that ?I?ll land on my feet wherever I am.?
Fusco named Lovett?s attributes of being an ?excellent task master, extremely organized and in-tune? as the reasons he selected him for the position.
?He knows the City of Rome inside and out,? he said.
Having known Lovett for several years, Fusco said he knows what he can expect from him.
?He knows what we need and he?s going to help me get there,? he said.
Happy to see Lovett ?coming back to Rome, coming home,? Fusco said he has a ?monumental job in front of him,? but was certain that he would accomplish it, saying ?he?s not one to shy away from a challenge.?
Lovett was confident that the recreation department will continue to be successful without him.
?The department is in a great position,? Lovett said. ?We?re efficient and established and I think the current staff is equally as qualified to continue to administer the day-to-day operations and much more.?
Mayor Don Hudson said the city is ?looking at the possibility of promoting within,? to Recreation Coordinator Luke Griff or Senior Account Clerk Patti Meakin. Continued...
?As an administration we?re hopeful that a lot of his work ethics and habits have rubbed off on the rest of the staff in Parks and Recreation,? Hudson said. ?And the programs he initiated will continue.?
While the decision of who to replace Lovett will be the Common Council?s, Hudson was hopeful that councilors will agree to promote from within instead of hiring a new person.
Hudson credited Lovett with exceeding the expectation of the administrations he served under in bettering the department.
?Not only did he turn the department around, but he was instrumental in many of the changes that we have seen within the Rec Center,? Hudson said.
?The City of Oneida?s loss is truly the City of Rome?s gain,? he said. ?On behalf of the City of Oneida, I wish Brandon all the success in the world in his new position and let him know he will always have a home in the city of Oneida.?
In turn, Lovett extended a thank you to Griff and Meakin ?for all their efforts and professionalism.?
?Our successes were impossible without them,? he said. ?I?d also like to thank the entire city workforce, past and present common councilors, former Mayor Leo Matzke, Peter Hedglon and current Mayor Don Hudson for your guidance, support and leadership.
?I leave Oneida with a clear conscious and belief that both Luke Griff and Patti Meakin will continue to administer the department at a high level and both have the work ethic and creativity to offer some of the best park facility and recreational services in the state.?
